On behalf of our client, a group of Companies, we are seeking an experienced and commercially driven Quality Control Manager to take full ownership of construction quality assurance and property delivery standards across multiple real estate projects.
Quality Control Manager - (Ref. 6204/QCM/ESS/CY)
Role Overview:
This is a key role responsible for safeguarding construction integrity from early-stage works through to final handover and post-delivery defect resolution. The successful candidate will act as the independent quality authority on-site, ensuring that all works meet contractual specifications, regulatory requirements, and internal quality standards.
The role carries decision-making authority over construction quality compliance, including the ability to escalate or recommend withholding of contractor payments where required, in coordination with relevant departments.
Key Responsibilities:
1. Construction Quality Oversight
Conduct independent stage-gate inspections across all construction phases (structural, MEP, fit-out, and finishing works).
Review and approve or reject contractor submissions, materials, and workmanship prior to execution.
Issue and manage Non-Conformance Reports (NCRs), ensuring full tracking and closure.
Attend site meetings and escalate quality issues or recurring deficiencies to senior management.
Maintain a structured Quality Register for all ongoing works and inspections.
Identify and formally escalate cases where contractor payments should be withheld due to unresolved quality issues.
2. Pre-Delivery Inspection & Readiness
Perform comprehensive unit-by-unit and common area inspections prior to handover.
Verify compliance with approved specifications, contracts, and sales agreements.
Ensure all defects, snags, and finishing issues are fully identified, documented, and resolved.
Confirm full functionality of utilities and building systems prior to delivery.
3. Compliance & Documentation
Ensure all legal, regulatory, and municipal approvals are in place prior to handover.
Verify property readiness, ownership documentation, and payment clearance.
Coordinate handover documentation, including keys, certificates, warranties, and manuals.
4. Delivery Approval (Go / No-Go Authority)
Issue final delivery clearance only when all physical, legal, and contractual conditions are met.
Maintain authority to delay or suspend handover where requirements are not satisfied.
Prepare structured delivery readiness reports for each unit and project phase.
5. Client Handover & Experience
Conduct formal handover walkthroughs with clients.
Present property features, systems, and documentation professionally.
Record and manage post-handover client snags in coordination with technical teams.
6. Post-Handover Quality Control
Review and approve all defect rectification works post-handover.
Track outstanding issues through to final resolution.
Identify recurring defects and provide feedback for continuous improvement.
7. Reporting & Process Improvement
Maintain real-time tracking of unit readiness, inspections, and quality status across projects.
Provide weekly reporting on quality performance, risks, and delivery timelines.
Continuously improve inspection procedures, checklists, and delivery processes.
Qualifications & Experience
Bachelor’s degree in Civil Engineering, Construction Management, Architecture, or related field.
7+ years of experience in construction quality control, project delivery, or developer-side QA/QC roles.
Strong understanding of construction methodologies, materials, and finishing standards.
Experience with construction contracts (e.g. FIDIC or equivalent) preferred.
Knowledge of real estate delivery processes and handover procedures.
Ability to interpret technical drawings, specifications, and contractual documents.
Strong reporting, communication, and stakeholder management skills.
High attention to detail and uncompromising quality standards
