Position Title: Advocacy Manager (Full-time)
Position Details: This is a full-time position based in Nicosia, Cyprus. The selected candidate can start anytime between now and April 2026, depending on availability and organizational needs.
Salary: €1,600 - €1,900 (gross) plus 13th salary
Role and Responsibilities
The Advocacy Manager will lead and manage GFC’s advocacy portfolio, with a focus on migrant and refugee rights, civic participation, anti-discrimination, and democratic inclusion.
The role combines strategic advocacy leadership, policy development, research, EU project management, and stakeholder engagement, ensuring that all advocacy initiatives are evidence-based, community-informed, and aligned with national and EU frameworks.
1) Advocacy Strategy & Project Management
- Design and implement evidence-based advocacy strategies promoting the rights and inclusion of migrants, refugees, youth, and marginalized communities.
- Manage EU and internationally funded advocacy and civic participation projects, ensuring timely delivery and compliance with donor requirements.
- Align advocacy initiatives with GFC’s strategic objectives and relevant national and EU policy frameworks.
2) Policy Monitoring & Position Development
- Monitor developments in migration, human rights, anti-discrimination, and civic participation policies at national and EU levels.
- Draft policy briefs, advocacy reports, and position papers grounded in research and field evidence.
- Develop strategic, evidence-based recommendations responding to legislative and policy developments.
3) Research & Evidence-Based Advocacy
- Lead or coordinate research initiatives on refugees and migrant rights, democratic participation, and inclusion.
- Translate research findings into actionable advocacy strategies and policy recommendations.
- Contribute to donor reports, impact assessments, and thematic publications.
4) Community Engagement, Stakeholder Relations & Representation
- Design participatory advocacy formats that enable migrants, refugees, youth, and civil society actors to shape advocacy agendas.Facilitate consultations, focus groups, public dialogues, and civic engagement activities.

- Represent GFC in meetings, conferences, and advocacy coalitions at local, national, and EU levels.
- Build and maintain strategic relationships with policymakers, CSOs, media, academic institutions, and advocacy networks.
5) Proposal Writing & Fundraising
- Develop funding proposals for EU and international donors aligned with GFC’s advocacy priorities.
- Identify strategic funding opportunities and partnerships.
- Ensure proposals reflect rights-based, inclusive, and community-informed approaches.
6) Training & Team Support
- Design and deliver training sessions on advocacy, civic engagement, and rights awareness.
- Supervise and mentor junior staff and volunteers involved in advocacy initiatives.
Required Qualifications and Experience
- Bachelor’s degree in Political Science, Law, Human Rights, Migration Studies, International Relations, Social Sciences, or related field.
- Minimum 2 years of experience in advocacy, policy development, or rights-based project management.
- Demonstrated experience managing EU or internationally funded projects.
- Strong understanding of migration, asylum, anti-discrimination, or civic participation frameworks.
- Experience conducting research and translating findings into policy recommendations.
- Excellent writing skills in English (policy briefs, reports, proposals).
- Strong strategic thinking and stakeholder engagement skills.
Desirable Qualifications
- Master’s degree in a relevant field.
- Experience engaging directly with migrant or refugee communities in advocacy processes.
- Experience organizing advocacy events, public consultations, or policy conferences.
- Familiarity with EU funding instruments (e.g., CERV, AMIF, Erasmus+, Horizon).
- Fluency in Greek; knowledge of Arabic or French is an asset.
- Ability to manage complex situations with sound judgment and professionalism.
Benefits and Compensation
GFC offers a structured salary and benefits package compliant with Cypriot labor law, including a gross monthly salary of €1,600-€1,900, a 13th salary, and opportunities for professional development within EU-funded and international initiatives.
