ABOUT
The Cyprus Hydrocarbons Company (CHC) is the National Oil & Gas Company of Cyprus, established in March 2014. CHC is accountable for the commercial management of the ownership rights of the Republic of Cyprus (RoC) deriving from the Production Sharing Contracts (PSC's) that the RoC has entered into with Licensees in the Exclusive Economic Zone (EEZ) of the RoC. CHC may also, under the guidelines issued by the Council of Ministers, participate with an ownership interest in potential LNG infrastructure and in upstream natural gas transmission pipelines owned or acquired by the RoC. The operations of CHC may also expand to include owning participating interests, asset management, and performing hydrocarbons exploration and exploitation operations.
CHC additionally supports the Ministry of Energy, Commerce and Industry (MECI) with
- Negotiations with potential Contractors for the conclusion of PSCs
- Assessments of the RoC EEZ hydrocarbon resource potential and materiality established from exploration seismic and drilling activities. Undertaking economic analysis to evaluate commerciality of hydrocarbon discoveries in the RoC EEZ.
- Lifecycle maturation evaluation and assurance of key Front-End deliverables provided by the Contractors in the PSCs, leading to Declarations of Commerciality, Concept Selection and Final Investment Decisions. Providing rigorous risk assessment for full lifecycle Major CAPEX Project delivery
Position Purpose
CHC is seeking an astute, skilled and detail-oriented Commercial Advisor - Procurement to manage the Company's procurement portfolio of activities. This role involves overseeing high value contracts that can reach several million EUR in commitment, ensuring that CHC receives high-quality goods and services at the best value.
Key Responsibilities:
· Following and enforcing the Company's and Government (Public) procurement policies, procedures and all legal requirements
· Pre-Award:
- Developing and implementing procurement (tendering) strategies to ensure the cost-effective procurement of goods and services in a timely manner (n.b. EU/Public Procurement exercises can take the best part of 6+ months to execute)
- Managing and overseeing the entire tendering & procurement process, from sourcing suppliers, negotiating contracts, and finalising purchases.
· Post- Award:
- Maintaining strong relationships with suppliers and vendors to ensure reliability and quality of service.
- Regularly conducting market research to stay informed about market trends, delivery times, pricing, new potential goods and services.
- Maintaining CHCs contracts register and actively providing advice to the Contract Holder in all contractual issues to ensure Company and Contractor act in accordance to the contract
- Providing inputs to contract management plans with emphasis on contract terms, management of contract change and RtP performance. Establishing and delivering on value improvement/cost reduction efforts, leveraging category and supplier management capabilities.
- Monitoring, evaluating and issuing Contract Performance reports to support contract owner and contract holder to facilitate Business Performance Reviews
- Preparing and managing the procurement budget during the Annual Business planning cycle submissions, ensuring effective cost control, after collaborating with other departments to forecast demand and manage activity and contract expiration.
Candidate Requirements
a. Minimum Requirements:
· Degree in supply chain management, accounting, business management or related field.
· Minimum of 10 years in a procurement role, with a track record of managing high value contracts, in a medium to large organization with emphasis on EU Public procurement and preferably in the context of an engineering or industrial organisation, especially Oil & Gas
· Exposure to full procurement lifecycle (tender/post award/closure formalities)
· Working knowledge of procurement regulations, including Public procurement, and best practices
· Proficiency in Microsoft Office
· Strong communication and negotiation skills with innate skill in building effective relationships with stakeholders. Supervisory experience preferred or a strong individual contributor with the ability to work proactively, independently and manage multiple priorities without close supervision
· Good analytical and strategic thinking skills, with attention to detail
· Fluent in English, both written and spoken.
b. The following will be considered an advantage:
· Working knowledge of Republic of Cyprus’ e-Procurement platform
· Professional procurement in certification is highly desirable (Certified Procurement Professional, Member of Chartered Institute of Purchasing and Supply etc)
· Use of proprietary procurement software or AI agents for key procurement processes
· Knowledge of Greek language preferred.

·Base Salary starting from EUR €35,000 to €55,000* subject to qualifications and experience.
*The starting salary for this scale range is between €35k-€42.500 based on the assessment of experience.
